We are thrilled to announce the grand opening of Alvarado & Temple Apartments, a new Homekey development in the City of Los Angeles that will provide 66 apartments—including 64 units for people and families experiencing homelessness—at two sites: 2812 W. Temple and 916 N. Alvarado.
Alvarado & Temple Apartments brings much-needed supportive housing to our community in buildings retrofitted by Brilliant Corners to provide additional accessible features for residents. The newly renovated buildings feature rooftop gardens and onsite case management offices, where residents will receive personalized wrap-around support through intensive case management services provided by Brilliant Corners. There will also be onsite property management provided by Solari Enterprises, Inc. Construction was provided by Walton Construction.

The Temple site also features a beautiful, custom mural by local artist and Brilliant Corners staff member Hedy Torres. Titled “The New Beginning,” it signifies Brilliant Corners’ commitment to the people we serve as well as the fresh start for those who will now call this new development home. The mural was made possible through the generous support of The James Irvine Foundation

Leadership Awards and in partnership with Tre Borden Co. and Capitol Impact.

“Alvarado and Temple Apartments represents a unifying example of city, county, and state entities partnering together to create housing opportunities in real time for our unhoused neighbors,” said Chris Contreras, Chief Operating Officer at Brilliant Corners. “We are proud to serve as developer, operator, and service provider for these beautiful new Homekey sites, which bring much-needed supportive housing resources to our Los Angeles community.”
The Alvarado & Temple Apartments Grand Opening was held on Thursday, July 10, 2025, featuring Los Angeles County Supervisor Hilda Solis (SD-1) and Los Angeles City Councilmember Hugo Soto-Martinez (CD-13).
“The Alvarado & Temple Apartments are more than just buildings. They demonstrate what can be achieved when willing partners unite to tackle homelessness head-on,” said Los Angeles County Chair Pro Tem and First District Supervisor Hilda L. Solis. “These 64 new apartment units represent stability and dignity for individuals and families who have faced too much uncertainty. I’m proud of the County’s investment and to support this collaborative effort that brings hope and healing to our communities in real, tangible ways.”

“Los Angeles is reaching a record number of permanent housing placements — and projects like Alvarado & Temple are the reason why,” said Los Angeles City Councilmember Hugo Soto-Martinez. “Every one of these 64 units means a person or family is off the street and finally has a shot at stability.”

Attendees also heard remarks from Brilliant Corners Chief Operating Officer Chris Contreras and Director of External Affairs, Jose Osuna, as well as from Eric Claros, Director of Housing at the Los Angeles Housing Department; Leepi Shimkhada, Interim Director of Housing for Health, LA County Department of Health Services; Christina Lupo, Assistant Director, Section 8 Special Programs at the Housing Authority of the City of Los Angeles; and Hedy Torres, Muralist and Brilliant Corners Staff Member.
Supportive housing, the combination of deeply affordable housing and supportive services, is proven to break the cycle of homelessness and help people live stably, with autonomy and dignity. Rental subsidies – the key ingredient to unlocking supportive housing opportunities – were provided for this project by the Housing Authority of the City of Los Angeles.
“The Housing Authority of Los Angeles is proud to partner with Brilliant Corners to bring these two beautiful affordable housing communities to low-income individuals experiencing homelessness in Los Angeles,” said HACLA President & CEO, Lourdes Castro Ramirez. “HACLA is providing Section 8 rental assistance for 59 of the 66 total units across both buildings. These project-based vouchers will be dedicated to residents earning no greater than 30% of the area medium income for a 20-year term, offering long-term affordability and stability for years to come.”
The opening event also featured an opportunity for attendees to write welcome cards for the building’s new residents and plant wildflower seeds in the rooftop garden, as well as a tour of the site.

Alvarado & Temple Apartments was made possible by the following partners: California Department of Housing and Community Development, Los Angeles Housing Department, Genesis LA Economic Growth Corporation, JLL Capital Markets, Housing Authority of the City of Los Angeles, and the Los Angeles County Department of Health Services.
