Brilliant Corners and the Los Angeles County Department of Mental Health (LACDMH) are excited to announce the LACDMH Enriched Residential Care Plus (ERC+) Request For Applications (RFA), which will provide funding to support operations and start-up infrastructure of project-based licensed residential care facilities throughout Los Angeles County.

The ERC+ model is designed to support 24/7 licensed residential care services with an enhanced level of care and supervision to meet the needs of individuals with high acuity and significant housing challenges. ERC+ sites are dedicated exclusively to serving LACDMH clients and ERC+ operators collaborate closely with various LACDMH service providers who deliver specialty mental health services for the residents.

The goal of this RFA is to establish ERC+ facilities with fully dedicated beds that can be quickly made available for LACDMH’s target population. This population consists of adults ages 18 and older who have no source of income or receive Supplemental Security Income (SSI), State Supplementary Payment (SSP), or Cash Assistance Program for Immigrants. They are also experiencing homelessness and have a serious mental illness (SMI), often accompanied by co-occurring substance use disorders (SUD) and other complex health conditions. These individuals may be transitioning from institutions, such as Institutions for Mental Disease (IMDs) or other subacute facilities, are able to safely reintegrate into the community, but lack alternative housing options.

Funding is available for operating subsidy payments as well as for start-up infrastructure costs. LACDMH has received approximately $59 million in Round 3 of the State of California’s Behavioral Health Bridge Housing (BHBH), a portion of which will be utilized under the Auxiliary Funding category to implement the ERC+ Program. As is required by the BHBH program, clients served through the Community Assistance, Recovery and Empowerment (CARE) program will be prioritized for the beds.

LACDMH has engaged Brilliant Corners as its third-party administrator to administer the DMH ERC+. Brilliant Corners will issue the RFA to award funds and execute contracts directly with housing providers to deliver the required services.
