Brilliant Corners, in partnership with L.A. Care and Health Net, is excited to announce the Interim Housing Accessibility Improvement Fund Request For Applications (RFA), which will provide funds to Interim Housing providers for accessibility-related construction projects that improve access or usability for people with disabilities. The grant funds awarded by this program are intended to increase the number of Interim Housing facilities in LA County with the capacity to meet the accessibility needs of people with disabilities who are experiencing homelessness. 

The application will open on August 27, 2025, at 12PM PST. Applications will be reviewed and award decisions will be made on a rolling, first-come, first-served basis from August 27, 2025 through August 31, 2028, or until all available funding has been distributed. Due to the anticipated high demand for these grant funds, we strongly encourage providers to apply as soon as they have identified the necessary accessibility improvements for their facility.

Eligibility requirements: Recipients must be a licensed free or community clinic, a Federally Qualified Health Center, a public agency or a tax-exempt 501(c)(3) entity providing interim housing services. Recipients must meet the definition of an interim housing provider as determined by the Los Angeles Homeless Services Authority (LAHSA) for Los Angeles County: “An intervention that provides people experiencing homelessness with temporary housing intended to resolve their immediate experience of unsheltered homelessness, to connect participants to permanent housing opportunities in their communities, and to provide various other services.” Recipients must be able to show proof of ownership of the property OR submit a completed Owner Participation Agreement form signed by the owner of the property. Recipients must be a provider to Medi-Cal or uninsured clients. Recipients must operate and primarily serve clients in Los Angeles County. Recipients must request a MAXIMUM of $100,000 in grant funding. Full project budgets will be required. Projects with total costs over $100,00 will still be considered, provided the amount requested from this specific grant does not exceed the $100,000 limit. Recipients must use award funds for accessibility-related construction projects that improve physical access or usability for people with disabilities. Projects must align with examples listed in the “Accessibility Improvement Categories” section or be supported by the 2010 ADA Standards for Accessible Design, with the relevant standard cited in the application.

Brilliant Corners is honored to serve as third-party administrator to administer the Interim Housing Accessibility Improvement Fund. Brilliant Corners will issue the RFA to award funds and execute contracts directly with housing providers in LA County.

Partners in the Interim Housing Accessibility Improvement Fund also include the Los Angeles County Department of Health Services Housing for Health division, which serves to provide supportive housing to Health Services patients with complex medical and behavioral health issues who were experiencing homelessness. Housing for Health operates the Interim Housing Outreach Program (IHOP), which provides an avenue for people experiencing homelessness to safely move inside and connect with services and permanent housing, as well as an interim housing clinical support program, comprised of dedicated Housing for Health occupational therapists and registered nurses, to provide training and technical assistance to interim housing operators.

This project is funded in part by L.A. Care Health Plan and Health Net, and will benefit low-income and uninsured residents of Los Angeles County.
