Funding is available to enhance existing DMH-funded IHP settings and develop new non-congregate interim housing sites for people that are experiencing homelessness and living with serious mental illness, including individuals with co-occurring substance use disorders.

LACDMH has received approximately $213 million through June 30, 2027 from the State of California’s Behavioral Health Bridge Housing (BHBH) initiative to expand interim housing beds with enhanced supportive services and housing navigation. As is required by the BHBH program, clients served through the Community Assistance, Recovery and Empowerment (CARE) program will be prioritized for the beds. Through BHBH, LACDMH seeks to fund in excess of 500 new non-congregate DMH IHP beds and along with Mental Health Services Act to enhance its existing congregate DMH IHP funded sites.

“The expansion of DMH’s Interim Housing Program represents a significant step forward in our ongoing efforts to address the urgent crisis of homelessness in our County. This initiative goes beyond providing immediate shelter and provides an opportunity to develop interim housing settings that provide robust, compassionate services designed around the needs of our most vulnerable residents living with serious behavioral health conditions. With a strong commitment to equity, these resources will be strategically placed in areas with the greatest need and deliver essential supportive and housing navigation services helping DMH clients secure permanent housing solutions. This expansion underscores DMH’s dedication to offering care that promotes hope, recovery, and wellbeing to our most vulnerable residents,” said Maria Funk, Ph.D., Deputy Director of the LACDMH Housing and Job Development Division.

LACDMH has engaged Brilliant Corners as its third-party administrator to administer the DMH IHP. Brilliant Corners will issue the RFA to award funds and execute contracts directly with housing providers to deliver the required services.

“The Los Angeles County Department of Mental Health Interim Housing Program makes much-needed investments in some of our community’s most critical housing resources – the portfolio of interim housing sites that serve as the initial step for community members with significant mental health challenges who are also experiencing homelessness to move inside and start on the path to permanent housing. By expanding and investing in these sites, we can grow the availability of appropriate, community-based housing resources for this population,” said William F. Pickel, Chief Executive Officer, Brilliant Corners.
