We’re excited to highlight one of the key housing intermediary and development teams at Brilliant Corners, the Capital Improvement Intermediary Program (CIIP). The Los Angeles County’s Board of Supervisors launched the Capital Improvement Intermediary Program in 2017 to expand interim housing and support services for the County’s homeless residents, especially chronically homeless individuals and families, transition-age youth, pregnant women, survivors of domestic violence, and adults with severe mental illness. As CIIP’s fiscal operator, Brilliant Corners provides a range of master-leasing, disbursement, and construction project management services to scale new interim housing sites in partnership with the County’s Department of Health Services. As such, Brilliant Corners’ CIIP team partners with interim housing providers to develop and construct new interim housing beds across the county; improves clients’ health outcomes and permanent supportive housing readiness, as well as service provider satisfaction, through person-centered design of safe, comfortable environments; and employs a cost-conscious approach to construction management services that considers long-term sustainability.

Recent and Current Projects

The CIIP department has expanded their scope of work beyond an intermediary role with capital construction for LA County housing projects, and has partnered with the LA County Department of Mental Health (DMH) to spearhead a new program aimed at expanding the supply of interim housing beds for people experiencing homelessness with mental health challenges. Here are some recent projects:

Willow Tree Inn Grand Opening

The CIIP team celebrated the grand opening of Willow Tree on Thursday, April 24th. Located in the City of Compton, Willow Tree is a motel conversion project and a Project Homekey (PHK) site. Brilliant Corners’ CIIP team partnered on this project to provide fiscal and construction management services. The conversion took an existing 2-story site and renovated rooms into apartments with new kitchenettes. 10% of the rooms will be fully accessible. Willow Tree is owned and operated by The People Concern. Willow Tree will accommodate 100 residents, with each housing unit limited to a single occupant.

Whole Child Safe Families Grand Opening

In February, Brilliant Corners’ CIIP team joined the Santa Fe Springs community and LA County Supervisor Janice Hahn for the grand opening of The Whole Child’s Safe Families center. The center will provide interim housing for 40 families experiencing homelessness, and provides an array of services to the community, including trauma-informed mental health services, housing navigation, parenting and nutrition education, and additional services.

The site also includes a first-of-its-kind Homeless to Homeownership campus that will include 101 units of permanent supportive housing for families, seniors, and veterans, as well as ownership units that will be built by Habitat for Humanity.

Timothy House Groundbreaking 

In January, Brilliant Corners’ CIIP team celebrated the groundbreaking of Timothy House, a new interim housing site that will serve transition-age youth in the Long Beach community. Timothy House will be constructed as part of Long Beach Rescue Mission’s existing Samaritan House site, and will undergo renovation to accommodate 12 transition-age youth with a focus on providing safe and supportive living conditions. Manhattan Place: Recently Completed ERC Project

In 2025, CIIP completed an enriched Residential Care (ERC) project, Manhattan Place. This renovation of an existing residential property into a 22-bed residential care housing facility will serve formerly homeless adults who are served by LA County’s Office of Diversion and Reentry. The existing property is approximately 3,923 square feet and includes a garage, 9 bedrooms, 5 bathrooms, a kitchen, dining room, and community spaces.

LACDMH Interim Housing Program 

In November of 2024, the Los Angeles County Department of Mental Health (LACDMH) and Brilliant Corners launched the LACDMH Interim Housing Program (IHP) Request For Applications (RFA), which will provide funding for operations and start-up infrastructure of interim housing locations throughout Los Angeles County. LACDMH received approximately $188 million through June 30, 2027 from the State of California’s Behavioral Health Bridge Housing (BHBH) initiative to expand interim housing beds with enhanced supportive services and housing navigation. As is required by the BHBH program, clients served through the Community Assistance, Recovery and Empowerment (CARE) program will be prioritized for the beds. Through BHBH, LACDMH seeks to establish approximately 580 new beds and enhance its existing non-congregate DMH IHP providers. LACDMH has engaged Brilliant Corners as its third-party administrator to administer the DMH IHP. Brilliant Corners issued the RFA and will award funds and execute contracts directly with housing providers to deliver the required services.
