We are proud to share with our Brilliant Corners community the advocacy efforts our External Affairs team engaged in during the summer season. We have played a key role in promoting meaningful legislation and initiatives that will directly benefit our communities. Here is a recap of our recent advocacy work. 

Local Level Engagement 

HR 44  

Our San Diego team joined Assemblymember Chris Ward (D-78) in Sacramento in August as he presented House Resolution (HR) 44, recognizing the critical work of homeless service providers. HR 44 also recognizes November as Homelessness Awareness Month and honors the dedicated service providers who support Californians experiencing homelessness every day. Chris Ward’s office reached out to Brilliant Corners as a trusted partner, as they wanted to ensure providers from his district were present at the resolution presentation. 

RELA RALLY 

On September 30th, our coalition partner Re-Imagine LA hosted a budget rally at the Kenneth Hahn Hall of Administration, advocating for the Los Angeles County Board of Supervisors to invest in community-based resources and alternatives to incarceration. 

The rally centered around Measure J, a voter-approved initiative that directs County funds toward housing, mental health services, youth development, and other care-first strategies. With the recent passage of Measure G, which inadvertently repealed Measure J and threatens its future

implementation, advocates gathered to demand that the Board take immediate action to protect and preserve the values and funding commitments embedded in Measure J. 

Re-Imagine LA has long championed a vision of public safety rooted in care, not cages—and this rally was a vivid reminder that the community is watching, organizing, and ready to lead. 

Leadership Momentum in Homeless Response Alignment 

There’s been significant movement within both the Leadership Table and the Executive Committee for Regional Homeless Alignment, reflecting a deepening commitment to collaboration and impact across Los Angeles County. 

We’re proud to share that our very own Director of External Affairs, Jose Osuna, has been appointed to the newly formed Subcommittee on Best Practices and Standardization of Care, under the Executive Committee. This subcommittee will play a key role in shaping consistent, high-quality approaches to care across the system. 

In addition, Jose has also been named Co-chair of the System Improvement & Accountability Subcommittee under the Leadership Table, alongside Lourdes Castro Ramirez, President and CEO of the Housing Authority of the City of Los Angeles (HACLA). This subcommittee is currently working in close partnership with LA County to support the development and launch of the County’s new housing department, a critical step toward streamlining services and improving outcomes for unhoused residents. 

The Leadership Table is also forming two other new subcommittees: 

•    Strategic Communications & System Feedback 

•    Membership Committee 

These new bodies will help refine and strengthen the county’s approach to homelessness, while previous subcommittees—except for the Equity Subcommittee—have sunset after successfully identifying goals and metrics for Measure A. 

Currently, much of the work in this space is focused on developing recommendations for the LA County budget, particularly as it relates to housing and homelessness. These efforts are essential to ensuring that funding decisions reflect community needs and promote equity, accountability, and care.
